I think he's been watching too many James Bond films.
It will never happen, I mean, if you had £ 500 M to spend, would you really think of that as your first priority. No. You'd up sticks to somewhere hot and sunny all year round and say ' f*** England '.
I guarentee within a year of it being built, a ship would hit it, it would catch fire, and no-one would have enough money to repair it.
If it's taken 25 years of argument over the West Pier, it will be 25 Centuries of argument about that getting built.

Why cant Mr Phillips design a state of the art stadium with retractable roof and removable playing surface ..which can then hold conferences concerts etc ..even ice hockey and basket ball and indoor athletics . This then can serve as the home of 
and other sporting clubs like the bears and athletic clubs .The council could make a few bob by renting it out to the Labour party and who ever else wants to hold a conference there and could also attract the best rock bands to a bigger venue ..
At the same time the council could save money by doing away with its scheme for an ice rink at Black Rock saving money and also redevelop King Alfred for something else .
The only snag to this would be finding a decent site..Answers on a postcard please!!
