PAY for lotto and programms on smart cards

why dont the lotto and the programs able to pay on the smart cards also tickets at the tickets i thought meant to be money free stadium?

I presume you are asking why you can't pay for lotto tickets and programmes on smartcards. You can at the shop, but not with the mobile sellers, I will however pass on this suggestion.
