Filthy foreigners. You wouldn't get rubbish piled up in our cities, not unless there's a bin strike on anyway. Here, we dump our rubbish in the countryside.
Thursday is strike day in France, but the bin men have been on strike for 16 days there.

There was rubbish piled just as high as in that second picture on Ditchling Road last year during the binmen strike. I remember because my son lived about 20 yards down from it. So yes, every bit as bad.
I know, but you implied Brighton was worse.

I don't know whether Brighton last year was worse than Paris is now, but I certainly saw piles of rubbish on Brighton's streets that were of similar size to the one in the photograph above. Sorry if that somehow offends you.
