The government should try doing what the province of Ontario does. All alcohol sales are controlled by the LCBO (Liquor Control Board of Ontario).
The only places you can buy alcohol are pubs/bars/clubs/restaurants/cafes that have been licensed by the LLBO (Liquor Licensing Board of Ontario). But you cannot buy to take out, you have to consume on the premises.
The only place to buy alcohol for personal use in Ontario are the LCBO shops and the Beer Store shops and because they are highly regulated, they do check ID's. Unfortunately, they've never asked to see mine.
That's it, no supermarkets, corner shops, or any other establishment selling alcohol for personal use.
