Download your music and use Nero to cut the disc
(you can even cut with Win XP own softwae but Nero is better)

I always use Nero, but I think if you right click a file (i.e.mp3) in XP and select send to and cd rw drive it queues it ready to be written. Then down the left hand side of the window for the CD (My Computer then CD drive) should be an option write these files to CD. Click it and it opens a Wizard.
I think you can burn in Real player as well.

I use Helios, but thats another matter 
make sure that the encoder you're using is based on LAME. The other encoders out there generally make very dirty MP3's that either sound cack on the firmware based decoders some MP3-CD players use, and can damage the hardware MPEG cards in the more expensive ones. Also, a CDParanoia based ripper is always a help too.
