[NSC] @ mentions and alerts

Apparently when someone was mentioned with @, eg @sheebo they weren't getting an alert, and it's been like this since the board migration.

Apart from me - it was working for me - which is why I didn't know.

Anyway - it should be working now - sorry!

Pretty sure I wrote "@ SHEEBO" without the space there - so that is a yes

Oh sorry, I quoted the wrong reply there. I was trying to explain to @WATFORD zero about the case insensitive thing when writing @sheebo
