In the premiership, I would say Charlton and Bolton. Both have established themselves in the division having been yo-yo clubs, without breaking the bank.

milan madaric is putting most of his money on pompey village the new hotel and stuff into the ground and harry redknapp has brought in players like berkovic and unworth on a free transfer and etc.
