Dear Mr Hall

I note from your website, your membership of the All Party Parliamentary Football Group, and the letter you sent to the Football Association dated 8 June 2005 regarding Northwich Victoria Football Club and its then financial problems. I also note that as part of your letter you stated that...

"The Club has a new stadium which, due to the overwhelming contribution of fans volunteering their help, was completed by 31/5/05" (my emphasis)

I would therefore request that you, as a supporter of active community involvement, lend your support to the Early Day Motion 882 which says:
Community Stadium for Brighton and Hove Albion FC

“That this House regrets that, after more than five years, the planning application for the Brighton and Hove Community Stadium at Falmer is still unresolved; recognises the outstanding community, social and economic benefits and opportunities that the stadium would bring to the city and surrounding region; greatly appreciates the enormous contribution the stadium would make towards the regeneration of the deprived east Brighton area; acknowledges that these benefits amount to national considerations that weigh in favour of the stadium's development; recognises that Falmer is the only site in the city where a sustainable transport plan can be implemented; commends the Falmer stadium proposals to the Secretary of State for Communities and Local Government; and calls for the earliest possible decision in favour of the Falmer plans.”

You may be aware of the predicament of the sporting community of Brighton and Hove, who have for five years, since the planning application for the proposed community stadium was first submitted, been waiting on a final decision from the government.

You may recall that there has already been one 'final decision' in favour of the proposals, which are desperately needed to regenerate the deprived area of East Brighton, and safeguard the future of the football club which contributes so much to the local community. This first decision was withdrawn on a technicality, as an error had been made in the exact wording of the approval letter. Another final decision is awaited from the Secretary of State.

You will also be aware of the predicament of other local football clubs in this area in addition to Northwich Victoria, such as Chester City and Wrexham who have also suffered recent difficulties regarding their own grounds, finances, and league status. Wrexham in particular in 2005/06 almost suffered a similar predicament to Brighton and Hove Albion in terms of loosing their current ground.

You may not regard the case of Brighton and Hove Albion as a matter the affects you or your own constituency directly, but as being both one of your constituents and a supporter of Brighton and Hove Albion, I would argue that this decision is being made on a national basis, by national government, as it is deemed to be a matter of national concern. Your view should therefore matter, regardless of where you live or where/who you represent in the United Kingdom. I also note from your contributions to recent Adjournment Debates in the House of Commons (31 June 2006, 24 March 2005, 21 December 2004 and 22 July 2004) your own concerns for issues that are constituency based but have national implications. I would argue that this is similar issue, and that elected representatives should not seek to restrict their influence only to their immediate locality, but must also be attentive to the wider national interest. To this end I also note your speech of 9 November 2006 on Soldiers at War, and your support for the anti-hunting campaign (6 November 2004).

I would further point out that the supporters of Brighton and Hove Albion themselves have been active in supporting other clubs throughout the country, their struggles for survival, and their roles in their local communities (Northwich Victoria, Wrexham and Chester City included), especially since Brighton and Hove Albion's own pivotal role in the original Fans United day on 8 February 1997. As such they share your concerns for local issues that have wider and national implications.

I trust that you too will reject the parochialism that would be implicit in any refusal to support this motion on such grounds, and that you will be positive in your support of this Motion.

I look forward to your support and to welcoming Northwich Victoria to future fixtures at Falmer.

I have had numerous discussions with Norman Baker over this, because I
have argued that the local council has lost the argument and should
have
dropped their objection. However, I also accept that the case is by no
means as straightforward as it looks, and it has been used by political
opponents to have a go at the local MP. People told Norman Baker that
he
would lose his seat over the issue, and he won with an 8000 majority. I
think he maintains the view that there are alternative sites available
and that the problem is caused by Brighton Council refusing to consider
other options. As such, while agreeing with the spirit of the EDM, I
can't put my name to it.
I would happily speak to you regarding this matter.

Got a personal letter from Nick Herbert (Arundel & South Downs) last week. To sum up, he says he's not going to sign as it's not in his constituency, but he's not going to oppose the development either, though he did give the usual concerned about it being in an AONB stuff.

I think some kind of polite rely is in order pointing out that Norman Baker is, in fact, wrong on both the council refusing to consider other sites (they had to - as part of the Public Inquiry), and as the point of there being another feasible site, where it has been proved by the Planning Inspectorate that there isn't - unless of course, Norman Baker considers himself a higher power to that, in which case he should state his authority in this matter. Failing that, he should belt up.

My mother has written a stern letter to Sir George Young telling him that just because at the time he knew nothing of your situation it is no excuse for him to not to investigate and educate himself over it. And also, that his NIMBY/doesn't affect my constituency stance over this EDM did not stop him poking his beak in various other constituencies matters as and when it suited him.

Though she worded it much nicer than I have here.

Thank you very much for your email regarding EDM 882 regarding the Brighton and Hove Community Stadium at Falmer.

I was very sorry to hear what a protracted process this planning application has been, and realise how frustrating this five year wait must have been for all involved in Brighton's sporting community.

I do appreciate the community, social and economic benefits that the stadium would bring to the city and surrounding region, and am particularly interested in the advantages it could have for the more deprived east Brighton area.

I am supportive of this EDM in principle, and am currently looking into the possibility of adding my name, as there are some restrictions on what I can sign as a frontbencher. I will let you know when I have heard anything further. In the meantime I wish you all the best with the campaign.
