It is further south than Lincoln, which is the most southerly team in the Northern division

I think they look at the teams in the competition and then divide them equelly between north and south. The more northern teams in the comp the higher up the north/south divide goes.

How else would you have explained Walsall or Birmingham in the South part of the draw in past years.
