I think that's half the problem - the stewards seem to think that there is a minority group in H-Block who are conspiring together for the main purpose of making things difficult for them. The anti-steward chanting and the not-so-random-but-pointedly-timed calls to Stand Up If You Hate Palace / Want Falmer seem to confirm the stewards in this view.

It's getting rather tedious for everyone.
