the amount of money available to the student, when the need it to support their studies, will be higher. Only if they go on to earn a decent wage, will they be expected to pay some of it back. Seems fair?

Because I believe that education for all without penalty is a worthy ambition.

Discouraging the widening of participation in higher education narrows the talent pool.

Not if they have to pay back more than families from more wealthy families.

It will act as a disincentive for them to go to university, speak to them at uni open days and you'll realise that is their biggest concern.

It's not a progressive policy, the aim is to discourage the peasantry from getting a degree.

If this will help extract more tax from people who run one-man-band businesses and then pay themselves low incomes but higher 'tax efficient' dividends, then this has to be a good thing.

I don't know if it does mean that though. Anyone?

Without penalty? Education isn't a life choice, it's an investment, and converting a grant to a loan makes children think of it as such.

It's an investment by the state too, which benefits from higher tax receipts from the individual.
