Cycling followed suit with Dave Brailsford and the science of marginal gains and now we lead the world in cycling, with a future pipeline full of youngsters, ready to fill the current champions shoes.
The funds came from the lottery but the real inspiration and kickstart was Jurgen Groebbler and British rowing.
Just a point of order.

Cycling began with Peter Keen,

Keen was Chris Boardman's coach, then the first British Cycling Performance Director.

When the Manchester velodrome opened and serious funding arrived, everybody looked at Keen.
He set up the show, laid down the blueprint for success and most importantly employed the right people, under him.

Brailsford inherited Keen's job and work, he certainly didn't create it.
The stability of that succession is a major part of Team GB's continued success.

I believe swimming has had a few Performance Directors each with ego's bigger than the job and the athletes.
