To answer your question and according to UEFA's rules from their website, yes the Czech's are genuinely above the Turks.

These are the official rules for Euro 2008 group stages:

If two or more teams are equal on points on completion of the group matches, the following criteria are applied to determine the rankings.

a) Higher number of points obtained in the group matches played among the teams in question.

b) Superior goal difference from the group matches played among the teams in question.

c) Higher number of goals scored in the group matches played among the teams in question.

d) Superior goal difference in all the group matches

e) Higher number of goals scored in all the group matches

f) Coefficient from the qualifying competitions for the 2006 FIFA World Cup and 2006/08 UEFA European Football Championships (points obtained divided by the number of matches played)

g) Fair play conduct of the teams (final tournament)

h) Drawing of lots

A & B are irrelevant because they are yet to play each other and C to E have no bearing because the 2 teams records are identical. This brings us to the coefficient which the Czech Republic's is much better...In fact Turkey has one of the worst coeffecient rating in the whole tournament so technically as it stands the Czech's are above Turkey.

So we could have the silly situation whereby if the game finishes up a draw the Turks could qualify for the quarter-finals despite this being in contradiction to the rules!!

Actually not now it would seems. After reading on through the rules it would appear I have got it slightly wrong.

If the 2 teams concerned, in this case the Czech Republic and Turkey, play each other in the final group game and there are no other teams teams in the equation then they ignore rules F-H (from my post above) and go straight to penalties. If there was a 3rd team in the mix or the last group game was not between the 2 in question the normal rules would apply.

I hope that clears that up.
