er, because the manager decided his personal problems might affect his game, and he didnt want it to be a 90 panto all about one player. not difficult to realise this

If this was the implementation of the rule then wy would teams need more than 11 players?

I found out, the FA took great wodges of cash a few years back, and handed it to the big clubs, in return they HAD to play their strongest side in the FA cup, making it more marketable world wide.

Shame they can't afford grass roots coaching now.

Aside from that, opinion on what is your strongest team would be variable at many levels, Fergie could of claimed for example this weakens his side having Rooney in against Everton due to outside issues, And Rooney's issue aside, how would you prove that a team does not have their strongest side out? Managers are allowed to pick a team based on form/formation/attitude/opponents/injury so would be unenforcable
