Will the water authoritys now drop their rates? When we have hose pipe bans and them saying we're running out of water they ramp up the prices.

Water companies are governed by ofwat and they have a so called league table. If you are at the top and performing well for your customers then you can add something like 1.6% to the average household bill.
If you are at the bottom of the league you have to shave the same amount off customers bills.

Ofwat have something called SIM week , where every now and then the water companies have to provide them with a list of jobs and then someone dependant from said water company rings that customer to see how them have performed. This is how they get the results.

Aren't water bills governed by how much you use? I would of thought the water companys would be shouting for us to leave the taps on at the moment.

The cynic in me is waiting for the water companies to announce it's the wrong kind of rain water, then announce a price hike and lengthy hosepipe ban!

If they ban hose-pipes, how will people pump out their flooded properties?

You pay a standing charge for water coming in the property and a standing charge for water going out, usually 95% of what comes in. Then you are charged per cubic meter again for water coming in and going out.
The waste charges at higher as it costs more to process your waste than it does to supply you with water.
As for wanting you to leave the taps on, the reservoirs can only hold so much, so no.
