We could knock on the doors of locals and ask what kind of 'sex shop best suits their needs' and write it down while explaining "well love, no stadium...its gunna be a shopping mall INNIT."

haha brilliant, get some flyers done for the sex shop and post 'em through a few NIMBY doors. get hold of a bloody great big signpost saying "massive new sex complex with incinerator and young offenders institute (just for good measure)" about to open in early 2005 and stick it right in the middle of their poxy little field.
