The answer is simple DC appoint more Tory Lords so they out number the opposition so this cannot happen again. Should they lose the next election, which is unlikely, they could then use that vote to stop any bills proposed and so it goes on.

Why not scrap tax credits completely and tweak the bands/rates. Seems daft to pay for a system to take money in tax and another one to pay some of it back again. Or am I being naive?
