yeah, easily overlooked. also many people will stock up on pasta and rice without either water to boil in or gas to cook.

It's fairly easy to collect cooking water through rain and other means, and make a fire by burning flammable items if without gas.

I remember when we had the run on pasta, tomatoes and toilet rolls, me and Mrs Wz reckon that between the various bathroom cupboards, the larder and the two freezers we could go 12-16 weeks. Maybe 24 if we weren't fussy :shrug:
