Got a Penalty Charge Notice from Adur District Council? UNENFORCEABLE.

Got a penalty charge notice 6 weeks ago from the car park at Southwick Beach for the crime of "not displaying a valid parking ticket",I bought one it blew off the dashboard,
Adur have been naughty,saving a few coppers by using cheap rolls of tickets without stickers,BUT instructing you to "Use sticker on the back to attach to Windscreen".
Having appealed and won on the grounds that it was impossible to comply with the requirement on the grounds they are too tightfisted to buy stickered tickets I have kept an eye on Adurs pay and display car parks and despite the fact they have known for ages ALL penalty notices are unenforceable(putting a ticket on your dashboard is just as much of an offence as not buying one,the only thing that complies is a ticket stuck on your windscreen) imagine my surprise when buying a ticket for the pay and display near Culver Road on Saturday(development squad v Lancing) they are still using stickerless tickets despite knowing for ages ALL PENALTY CHARGES AND FINES ISSUED ARE INVALID because they are scrimping on buying ticket rolls that make every ticket purchased potentially fineable.

I bought a ticket in good faith,it got blown off my windscreen in the confusion of getting myself,son and grandson out of my car with our fishing gear on a windy day,but if i had a sticker the ticket would have stayed stuck to my windscreen,Adur District Council are acting in BAD FAITH,they know they are in the wrong but they still keep fining people.

And you're saying they could essentially give out fines for tickets left on dashboards? I do that all the time so as not to leave gunk on the glass... not any more!
