Why do goalkeepers never get penalised for handling the ball when they kick it out. Many times they walk outside the box then throw the ball up to volley it out?

I would have thought that a GK could kick the ball from hand so long as his foot/feet were still grounded within the penalty area. Only my thought !

yes but I often see them walk about a yard out the box and then drop and kick

It's usually an illusion in that they let go of the ball while it's inside the area and can therefore move forward a fair few yards. Also note it isn't anything to do with where the keepers feet are - only the ball...
