We will never spend the billions the Austrian, Swiss, Finns, and so on spend, because of that still rare event of snow in southern England.

Similarly I've done a lot of driving in the Alps, and it does grind to a halt during snowfall, but as you say it's cleared as quickly as possible due to a mass of specialist and very expensive equipment.

There's no need to spend billions, just use the grit and machinery allready at the councils disposal.

That said, I recall Boris stating that The City lost billions a couple of years when snow resulted in an almost total shut down of London Transport; billions which can never be retrieved. It's doesn't take a Keynsian economist to work out the overall benefit of spending say 1 billion on snow clearing equipment even if it is only used once in a blue moon.
