Well, considering that the rest were predictably formulaic, with insignificant scripts but just bigger and bigger flashes and bangs, yes, it probably was.
Wouldn't have thought that of Goldfinger myself. The 'Moore' Bonds were laughable and certainly had rubbish scripts.

Has to be Dr. Christmas Jones (Denise Richards) for me. Absolute perfection - we don’t talk about the acting.

I'm pretty sure 90% of Moonraker is just The Spy Who Loved me with all the references to "under the sea" crossed out and replaced with "IN SPACE".
They're both gritty British, realistic Cold War espionage films at their most realistic best.
