You do recall correctly. Forest limit the number of away fans to 2,000, and won't release any more, even though space is probably available.

One of the best away trips of the season, some lovely watering holes along the Trent, and on the canals.

They have had a 20% capacity reduction imposed, takes em down to about 25k. They are averaging about 20k, so 2000 Albion fans does not leave a lot of slack for an increased home crowd. Plus there maybe crowd control logistics involved.
