Correct me if I'm wrong but is it not irrelevant who is driving a car when it is caught speeding as the car's registered owner foots the bill regardless? As far as I am aware the only way of disputing this is if you have reported your car stolen.

However, I did hear that if when asked to pay a fine you write a cheque for an amount just over what you owe (say £61 for a £60 fine) it confuses the computers and it will simply never get processed. I've thankfully yet to have chance to test this.

this defence is only any good if you're married and both on the insurance.
all that happens (to get out of it) is you say you weren't the one driving at the time. the only other possible person to have been driving at the time of the alledged offence therefore had to be the spouse.
seeing that legally you don't have to testify against your wife/husband there is no proof as to which person was driving.
has to be thrown out of court

moggy, i'll reiterate: the Hamilton thing is bullshit. an urban myth.

bluejuice is dead right, unless you can *prove* (and the onus is on you not the police) that someone else was driving, the registered keeper is held responsible for any offences involving that car. the idea that spouses dont have to testify against each other is utter bollocks. Just change speeding to a hit and run resulting in a death - reckon you still dont have to testify against your spouse?

Quite true. I drive 30000 miles a year and hate them. But have never been caught. Speed doesn't kill - bad driving kills. Inappropriate speed kills. I have yet to see a mobile camera at a dangerous spot - always on 40mph dual carriage ways or 70mph straight dual carriageways. Never outside schools, colleges, shops etc.

Bring back more traffic police is what I say.

I cover about 75,000 miles a year and try not to speed. But I'm sure I'd have lots of accidents if I spent most of my time watching the speedo. Most drivers break the speed limit every day.

Don't believe speeding points get awarded to registed keeper either. There are a huge number of vehicles on the road that are registed to companies, not individuals, who do not have a licence to endorse with penalty points. However, they are liable for parking ticket fines if the person who was in charge of the vehicle at the time cannot be identified (i.e. bad records kept of pool car use) but there are no endorsement points at stake with parking tickets.

Although the crown can issue a summons, and if this summons is served with conduct money they are technically committing an offence if they don't attend court!

Absolutely. Speed cameras on genuinely dangeroues bends, outside schools etc are fine.

There was a mobile camera van parked in a layby on the A23 last week - don't think it was operating, but it had the effect of putting stationary traffic on an otherwise free-flowing dual-carriageway. The drive had been clear all the way from London when suddenly you come up to a static queue, which then clears after the van. Obviously the ripple effect of people hitting the brakes when they spot the van at the last second. Now THAT is dangerous.
