What's the point of expanding to 30,000 when the club is going to just wander round the championship & bottom of the premier league...I do have this sneaking suspicion that we are on the verge of some massive news regarding our finances...I've not heard anything, but I just get this feeling that we are not going to put an extra 8-10k in seats in just to be a lower half prem/top half championship team.
I'm not 100% sure, but I believe that the target decision date means that when a case needs to go to committee, it has to have it's report and recommendation ready to go on a committee agenda by the target date, however the planning committee itself can be after - that is the planning committee is outside the target period set by the secretary of state. As long as the application is written up and ready to go on the new agenda by the 30 April, the council will have fulfilled it's timescale duties.
You couldn't for example have an 8 week application that needed to go to committee, but the next available committee date would mean the planning officer effectively only has 5 weeks from the start date to write the thing up and take in all the consultation responses etc.
In order to meet their quota the LPA have to decide the planning application before the 16 week date (EIA) which is the 30 April. It's not on this weeks agenda so the next committee is the 25 April, the agenda for this committee should be published two weeks beforehand.
