The players at Everton like Barkley weren't, ready when Moyes was their manager and have now reached the required level due to his stewardship of the team. United on the other hand are on the way down, as Sir Alex knew when he decided to retire, so it is not all Moyes fault that they are not performing to the best of their ability.

I don't think so much United are on their way down more that others have levelled the playing field and are getting much better.
Under the law of averages Man City were going to good given so much money spent but Arsenal is more interesting as add one world class player and the team is suddenly transformed.
