Well I hope they've improved because BSUH a few years ago had an HR dept that wasn't fit for purpose!! And to avoid arguments, that was substantiated by an in depth external report.

I'll agree with that knowing a friend who was bullied by her line manager on return to work. She retired two years early because of it.

Just because she is in the NHS does not mean proper rules are being followed. Bosses are a lot more cavalier than years ago. Also the manager may not be aware of rules and I would not trust most HR departments to give proper advice.
Or could be she is not telling whole story.
Either way she needs union representation and advice to establish her position.
I know she is not a member but they will be happy to take her on, she needs to get in touch with the relevant union for her profession.
