Employing Coaches in FM2006

I'm playing as manager at Brighton, i only have 5 coaches and need more but whenever i advertise for them all i get is a load of foreign coaches that do not speak English and they all want like 2500 quid a week in wages where as the board only want to pay maximum 700 quid a week.
Any ideas of any other way to get unemployed coaches as poaching from other clubs cost 20k minimum in compensation!
