the reason I say west pier is cos that is what it looks like, if you want to pick holes then the roads ar e all wrong but I was just curious as to whether they were trying to show it as Brighton

I think the Pavilion kind of gives that away. It's pretty clearly Brighton in all but name.

I might be wrong, but didn't Raymond Briggs live near Brighton, I am sure that there were references to Sussex and the Downs in one of his other books...possibly the one about surviving a nuclear war.
