I was under the impression that anyone 17 before 1st January 2006 can drive at 17, but as of 1st Jan, they must be 18.

Then there's some of us that are happy to walk.

i think its a crap idea.. 18 year olds r then allowed 2 drink in pubs and drive @ the same starting point

If after consultation the Government decided to go ahead there would almost certainly have to be new Laws. Notice of a Bill would then perhaps be given in the Queens speech at the state opening of parliament.
The Bill would the have to pass through both houses of parliament (assuming the Lords are still there).

But i can't really see the point in it myself 1 year won't make that much difference would it?
