The current system is fine, there are people working for the club (not sure if they're paid or not) who keep tabs on all the Junior teams in catchment area and inform the club of all the promising youngsters.

Under-13 to under-16: No club can make an approach if the player lives more than an hour and a half away from the Centre of Excellence or Academy.
Even if the club is within the travelling limit, it will still be breaking the rules if the player is registered with another club.
