It might possibly be. The whole format of the competition breeds mediocrity. Everyone's avoiding losing and not committing themselves to attacking football. There's upsets but no quality.

Croatia kicked off twice (possibly three times) with one player in the opposition half playing the ball backwards. I always thought it had to go forwards from kick off (and that you weren't allowed in the opposition half).

Yes they have, new rules were implemented about 2 weeks prior to the Euros starting. -
