Current estimates are that 8 billion plastic carrier bags are thrown away every year in the UK. One way or another, this costs the taxpayer a fortune. Experience in Wales and Northern Ireland is that introducing a 5p charge reduces demand for plastic bags by something like 75 - 80 per cent.

Any measure that means the end of 5 - 6 billion plastic bags a year can't be a bad thing.

There was a concerted action by the supermarkets to reduce bag usage on a voluntary basis. The figures went down by over a third between 2006 - 2009 but ever since have been creeping up again. I see the problem as only the small minority refusing to adopt reusable bags even after they've been given them free , they just come back the next time expecting single use bags although they'll be moaning about how thin they are and easily split. Getting 75% to use their own hessian/polypropolene/bio degradable bags or buy bags for life became a plateau and once people saw the refuseniks not caring a **** they couldn't be bothered either. At least the Government has got in early and announced a levy on carrier bags before it was forced on us by EU regulations which are in the pipeline to bring in a carrier bag levy for all member states.
