My mistake, it is racist.
The implication that a white society would be pretty grey and lacking unless "enriched" by ethnics(Grey pidgeons verse colourful type of swift). Turn that round and see how it reads? Or go to Rotherham and ask them how much they needed multiculturalism to improve the place.
