From the age of about 10-12 whenever we had a family meal I would be given the choice of a glass of wine. Was given my first taste of beer at about 10 as well, and hated the stuff.

I don't think prosecution is the way forward, but education is. Teach parents to act sensibly and it will lead to the kids being more responsible (IMHO).

Princess Coach (12) has an egg cup sized wine glass that she has with her sunday dinner. She feels very grown up being included and never asks for more, or goes silly. She is also aware of the dangers of alcohol and drugs so hopefully, as I haven't told her it's BANNED and FORBIDDEN, she wont see it as something she HAS to do when she's older because of the thrill of getting one over on your parents!

Sounds like a very sensible approach. I'm sure the feeling of rebelling against your parents plays a large part in the youth's drinking culture.
As for trying to stop binge drinking, I think financial measures would be the most effective - but I don't think responsible people should be forced to foot the bill too. Perhaps after 5-6 drinks, the price could increase progessively.
