The detailed commission document doesn't answer that; however, it does mention Kleinman's initial e-mail response to the FA which was on March 11. That means the FA had contacted him within about 5 weeks of the transfer (at the latest). Perhaps they do random audits of transfers? Perhaps the fact that a new "agent" (Rahnama) was involved raised suspicions? Perhaps they knew that Kleinman was still the contracted agent to Stephens at the time of the transfer, and the fact that he wasn't mentioned on the paperwork was suspicious?
