No 1: it’s not a complaint but a mere warning for those that have limited funds in their bank accountsMost people before registering would read the FAQs and T&Cs of the offer, where the question of reserving funds is clearly explained. If you can't be bothered to read things before jumping in,that's your fault, but don't go around complaining, the issue is all of your own making.
If you don't like it, delete the app and just pay as the vast majority of people do, at the kiosk.
No 2: the vast majority of people do not read the T&C or the faq’s
