Why is it that I have to pay for all the BBC's new channels when I'm unable to receive them for 'free' in my area?

Why should I pay extra so that everyone else benefits!

Do we really need all these other stations? Would it not be better to improve BBC1 and 2 or (and this is a cRaZy idea) reduce the feckin TV licence!

Or in my view get rid of it completely!

Probably because they're on a different MUX. E4 is actually a Top Up TV service, so you wouldn't be able to receive it without the necessary equipment (A CAM (your box may well not have one of these) and a TUTV card) or without paying for it.
