It's up to him what nationality he feels. There are no set rules about what makes you a certain nationality.

You can even vary your nationality as the mood takes you: I was born in England to an English father and a Welsh mother (and lived in my Welsh grandparents' house).

Although I'm usually English (and support England at football, naturally), I support Wales when it comes to rugby: I'm quite happy shifting between the two.
