In a shoot out, when is the ball deemed "dead"?

I think (although yes, the keeper is a tit, never assume anything till the ball is out of play) the keeper might be forgiven for thinking the ball is dead when he's saved the penalty.

I originally thought the ball was deemed 'dead' the moment it stopped moving forwards.

I looked on the FIFA rulebook and found nowt. :shrug:

Quite simply, the penalty is complete when the referee says it is. As it says in Law 14 - the penalty kick, which applies during the shoot out (unless otherwise stated in the section regarding deciding the winner of a game - e.g. position of team mates changes).

Fair play. So thats why the keeper and the striker both appealed, it was down to interpretation.
