Ok, so I understand the logic behind the ODPM having to ensure all relevant parties are made aware of the decision prior to it being made public, but to what extent must the ODPM ensure this.

A death in the family and Lord B rushes up to Cheshire, and is therefore not at home to open his mail, does that constitute a relevant party not yet being informed?

What if a NIMBY who's entitled to know just plays silly buggers and keeps saying "Nah, it's not arrived in this mornings post either."

Can this be yet another pointless delay in an already slow process? Do we have to wait until all parties say "Yes, I've seen the document." ?

I can't see that being the case. Once the decision has been mailed, the information is "out there". There'd be absolutely no point in everyone having to remain "schtum" until all parties have read the decision, as its not as if it'd alter anything one way or the other. There may be some protocol as to what media outlet is used to give out the decision, but I'd be amazed if EVERYONE had to have acknowledged reading it before its made public.

How many people are we talking here anyway ?

No, once it has been sent to everyone it can be announced as ODPM has completed there duties. They will all be sent out at the same time and therfore the first to get it can release the info to the public.

Will they be informed?

They'll need to know.. they'll have to change their flight path or risk vehicle/bat collision.

There are several classes of parties in the planning process.

1. The Applicant
2. The Local Planning Authority (in this case, two of them - Brighton & Hove City Council and Lewes District Council)
3. Landowners of the site
4. Statutory Agencies, like the Highway Authorities, the Countryside Agency, etc
5. Other "interested parties"

There is nothing that I am aware of that says that ALL parties must be told the decision at the same time. Priority is given to informing the Applicant and the Local Planning Authorities.

Falmer Parish Council are just another "interested party".

i did wonder if i should of made it a bit more obvious earlier but then I thought oh f*** it let em work it out for themselves
