On a diving trip in the West Country I was chatting with a couple of RNLI chaps. They were less than charitable towards those they referred to as the "Birmingham Navy" - buy a boat off Ebay, drive to Devon, launch it and motor out to sea. They regularly go out to people who haven't got lifejackets, flares, GPS, radio etc and who have never serviced the outboard.
