It is a benefit to the development of young players. How is that a bad thing? Many of those young players won't make it at the top level and the lower league clubs will be able to pick up better, more developed young players.
Also, it could be an incentive for clubs to invest in youth facilities if any category one youth club could enter.

Anybody going to the kingsmeadow tonight to watch the lads ? been offered a lift so rude not to pop along and count the crowd , be interesting to see if Solly gets a run out tonight or the boss thinks his time is done in the reserves , Towell will probably play i would imagine , seen a few games recently and we really do play some lovely stuff .
