Why get all billy big bollocks about it? Just ban them!

We do, but...

i) If there are no mods about then such people have the ability to piss off a lot of the board before a banning happens.
ii) They can just re-register and continue.

To mitigate against (ii) there are various measures that can be taken to reduce and limit what a new user can do, but in putting those measures in place regular non-malicious users also get caught up. As such they don't get a very welcoming introduction to NSC and might not stick about.
