I saw that too...typical pissing-in-the-wind-not-really-got-a-clue reporting. Who exactly is "expecting" this decision within 10 weeks ? Absolutely nobody knows other than JP and his minions.

Oooh, what a thought. You're absolutely right - even if we went on and lost the Final, it would't matter. Getting the green light for Falmer would almost override the result completely. I can hear the tannoy announcer now:

"Brighton fans, if you'd like to cast your eyes up to the giant screen, we have just had news of a very, very special announcement which you might be interested in...."

Story in full..

Mark McGhee hopes Brighton's appearance in the Second Division play-off final can boost their chances of having their new stadium plans approved.
The Seagulls are desperate for the Deputy Prime Minister to give the go-ahead for a new ground at Falmer.

McGhee said: "The final allows us to promote the idea of why we desperately need a stadium.

"It's an absolute joke for a team who have aspirations to play in the First Division to play in a place like this."

Albion's current rented home, Withdean, is a converted athletics stadium with a capacity of just 7,000.

Brighton reach play-off final
They could have sold out four times over for last week's semi-final second leg victory over Swindon.

Defender Adam Virgo added: "The final means everything to the fans and the players, but we need the ground as well.

"If we can get the all-clear for Falmer and start moving the club forward, we can have big occasions here every week.

"We will deal with Bristol City first, but then hopefully we can get the all-clear from Mr Prescott (the Deputy Prime Minister) as well."

The club have spent £2.5m on the Falmer project, for which they have been campaigning for three years.

A decision from the Deputy Prime Minister's office is expected within 10 weeks.

Sounds like the usual speculation, based on nothing at all.

They've spent the past year saying a decision is expected "any day now".

From Hansard, 10 May 2004

Questions to the Deputy Prime Minister

Football Stadium, Falmer

Norman Baker: To ask the Deputy Prime Minister pursuant to the answer of 19 April, Official Report, column 348W, on the football stadium, Falmer, if he will define the nature of representations received following the closure of the inquiry into the proposal for a football stadium at Falmer, East Sussex, which he deems to be relevant in his consideration of the report from his planning inspector. [171513]

Keith Hill: The Inspector's report into the applications made by Brighton and Hove Albion Football Club Ltd. for a new stadium at Falmer is currently before the First Secretary of State, my right hon. Friend the Deputy Prime Minister for decision, which will be made on the basis of all the available evidence. Representations received after the close of the public inquiry will be taken into account, so far as they are relevant, in making that decision. For reasons of procedural propriety, it is not possible to discuss the nature of the post-inquiry representations received. However, it will be clear from the decision letter what matters have been taken into account and the weight that has been accorded to any particular matter.

My right hon. Friend the Deputy Prime Minister is currently engaged in a reference back exercise where he is inviting comments from the relevant parties about issues arising since the close of inquiry. Representations made in relation to this exercise will be copied to those parties. Given the hon. Member's interest in the case, copies of the reference back correspondence will be sent to the hon. Member.

My right hon. Friend the Deputy Prime Minister will take into account all comments received in making his decision.

Norman Baker: To ask the Deputy Prime Minister on what date he received the report from his planning inspector into the proposal for a football stadium at Falmer, East Sussex; and for what reasons he has not yet announced his decision. [171540]

Keith Hill: The Inspector's report into the applications by Brighton and Hove Albion Football Club Ltd. was received by the First Secretary of State, my right hon. Friend the Deputy Prime Minister on 11 December 2003.

A decision has yet to be made because my right hon. Friend the Deputy Prime Minister is currently engaged in a reference back exercise in relation to this case, which was initiated on 19 March 2004. Comments from the relevant parties about issues arising since the close of inquiry have been invited, specifically representations received about the draft Brighton and Hove Local Plan. It is my right hon. Friend the Deputy Prime Minister's view that this exercise will enable him to take a more fully informed decision. It should not be read as an indication of my right hon. Friend the Deputy Prime Minister's attitude to the proposals generally one way or the other.

My right hon. Friend the Deputy Prime Minister will take into account all comments received in making a decision on the application. Given the hon. Member's interest in the case, copies of the reference back correspondence will be sent to the hon. Member.

[Keith Hill is the Planning Minister in Prescott's Department]

The key clue in this is Keith Hill's statement that "Representations made in relation to this exercise will be copied to those parties."

As a witness at the Public Inquiry, who made a further representation as part of the "reference back exercise", I can report that, so far, I have not received a copy of the other representations made.

My expectation is that, when the representations are sent out to the interested parties, everyone will be given three further weeks to comment. And those comments will then be considered by the ODPM, before a decision is taken and announced.

Could easily be ten more weeks.

The decision cannot in any case be announced until after the local elections on June 10th. Government departments are currently in purdah (meaning they cannot make any significant announcements) regarding any decision relating to local authorities (regardless of whether there are elections in that local authority area). Having said that, it has gone on long enough and I am beginning to wonder if I will see Falmer before I turn 40 (in just over 5 years time).

And a "reference back exercise"? What's that when it's at home?
Agreed. It's a classic piece of planning gobbledegook speak.

What actually happened was:-

1. Charles Hoile published his Report on the Brighton and Hove Local Plan;

2. The Albion sent a report to the Office of the Deputy Prime Minister pointing out the errors of fact and interpretation in Hoile's Report;

3. The ODPM invited the main parties to comment on the Albion's report (this was the "reference back exercise").

What happens next is:-

4. Any comments received from the main parties will be circulated to all the other main parties for further comment;

5. Those comments will be considered by the ODPM;

6. A decision will be made.

7. An announcement of the decision will be made (including an explanation of the decision).

8. Stadium gets built.

9. Kerry Mayo scores the first goal at Falmer.

If it's a NO he'd be mad to announce it before the Labour Party Conference in Brighton which runs from 26-30 September. But just on the off-chance that he's crap enough to call it wrong, maybe time to get a couple of eggs stored in a nice warm place for a couple of months aye?

This delay is simply outrageous. It is blatantly obvious that the Stadium needs to be built, it's blatantly obvious that Hoiles report was flawed, it's blatantly obvious that they delay is far more about Political gain than anything to do with 'making a more informed decision'. The ODPM know full well that they are going to say Yes and that the groundswell of public opinion after a Yes vote will be a useful political weapon.

Well, that's my opinon anyway.

It's also my opinion too. The stadium makes sense everyone knows that, I can see no reason for delaying it any further. How long does it take to read these further submissions. They were only called in because JP knew that Hoiles report was a piece of crap, now he's got the evidence to prove it, get on with it!!!
