Well it seems the government can't be bothered to deal with your type, so yes, I think you need to control your community or get out of the country. Have I got that right @Zebedee ? Sorry, I'm only a beginner Nazi.
No. The period that cost us European football was the two minutes when officials decided goalkeepers could act as though the whole pitch is their area.
If the PL defer a points deduction to next season, obviously that won't impact European places this season. That goes without saying. If the PL dock points this season, but manage to leave it until the last minute, so that City miss CL football, and no one else gets their place, that would be...
I can't see how it's easier.
The thing is, City want to win titles, and they didn't win this one anyway. Would they prefer:

b) have a points...
That makes no sense. Will they want to affect a season that hasn't started instead? With Everton and Forest they chose to affect a season that was in mid-swing, so why should this case be different (given that the case finished mid-season)?
What's the league cut off?
You said "You are also assuming that if City do have points deducted then their place bounced down the table - that’s not necessarily the case." So you're suggesting that it's possible that City go down (or out of) the league, and no one else gets their CL place. I don't see how no one else...
