Pushing a 100ltr's around wouldn't be much fun, that's 100kg plus the weight of the trolly, oh and the water will be sloshing around, if you use a WFP system the a van setup is the way to go anything else is going to be a nightmare.
I don't think there is a charge at the Fort car park this time of the year, the charges are seasonal as far as I can remember, the last couple of trips I've had I was able to park on the gravel and avoid going in there anyway, both times I fished through the low tide and had Whiting, Smoothound...

I tend to fill the freezer up with mackerel to use as bait during the summer, only catch what I'll need though, once handled mackerel will die within 30 hours of returning them to the water as they have delicate skin.
