If you consider it as a 20% discount Vs the actual value of NR assets it is a good deal for both sides given the major banks are trading at 40%-50% below their asset value. Peston makes a decent fist of explaining it for once on the BBC site

I don't care who they are, they built homes without planning permission and have to pay the penalty. I can think of quite a few places around mid-sussex where extensions and homes have had to be taken down (scaynes hill nursery being a good example) because they did not have planning permission...
