6th place Europa League.
Fa cup winners europa League.
League cup winners conference League.
If either cup winner qualifies for a higher level tournament they play in that one and their spot in the el/ecl goes to the next highest available team in the league.
So your table would put Newcastle in the champions league and leave their conference League spot up for grabs.
Likewise for man city. If they win the cup but finish anywhere from 1-7th they'll either be in the Champs League or europa League. Newcastle conference spot would still be up for grabs. Meaning 8th would get it which would be us in your table.
Also, if city were deducted enough points for them to finish 8th or lower that would push us up into 7th and we'd still get the conference spot.
I believe if Chelsea win the conference league and the season pans out the way you predict then that would actually mean ninth would qualify for Europe.

If they got a points deduction we would move up to 7th place still qualifying for the Conference League.
The only thing @Garry Nelson's Left Foot is wrong about is 9th getting a European place if Chelsea win the Conference League as places awarded to any of the three european cup winners are not passed down the league if they qualify for Europe through their league placing.
The only exception is the extra place given to the 2 countries who top the co-efficient table. Those places are protected and cannot go to a team that has already qualified in another way. So if Villa were to win the Champions League and finish 5th, the extra place in the Champions League would go to 6th and the other competition places would filter down the table from 7th onwards.

I believe this is correct, and was a hastily written rule after Liverpool won the Champions League against Milan in 2005 having finished outside the top 4 (or 3?). Without it, UEFA were left with an absurd situation where the holders weren't going to be able to defend their title.They would qualify through their league placing. For example in 22-23 season Man City won the Premier League and Champions League, we still only had 4 teams qualify for the Champions League because City had qualified via winning the league. In cases like this the winners spot is absorbed back into the competition and changes are made to the qualifying rounds.
Conversely in the same season when West Ham won the Conference League we had three teams in the Europa League the following season. Liverpool and us who qualified through league placing and West Ham who took the Conference League winnners spot as their league placing (14th) wasn’t good enough to have already qualified for Europe.
The only exception I can think of is if Chelsea finished in the 7th or 8th (depending how how many European places we had) this qualifying for the Conference League and also won the Conference League. They’d be bumped up into the Europa League but I’m not sure what happens to their Conference League spot.
