After this dates, it depends on whether or not there is a reciprocal agreement in place for each Member State that allows British citizens living in the EU to stand for election. These are being separately negotiated. So far only Spain, Poland, Luxembourg and Portugal have reciprocity with the UK so any citizen of another European Country who arrived after 2020 will lose their voting and candidacy rights.
